All operations are designed in accordance with international law and demonstrate that the United States will fly, sail and operate wherever international law allows." === Criticism of vaping bans === Vaping is much less harmful than smoking, and critics of vaping bans say that they incentivize people to return to smoking. Such arguments have featured in debates over national and subnational vaping restrictions. In Australia, federal reforms that took effect on 1 July 2024 restricted legal sales of vapes to pharmacies and banned the commercial supply of disposable and non-therapeutic vapes; critics, including industry groups and criminology experts, warned that the restrictions could expand an illicit market for vaping products if demand persisted while legal access narrowed. In the United Kingdom, government impact assessment work and contemporaneous media coverage around the planned 2025 ban on sales of single-use vapes included warnings that some vapers could revert or relapse to smoking tobacco. Subsequent reporting in The BMJ scrutinized widely circulated claims that a disposable-vape ban would result in approximately 200,000 additional smokers. == Ecology == C. chanhua is an entomogenous fungi that parasitizes the nymphs of its cicada hosts and forms fruiting structures on the surface. These fruiting structures are produced from June–August, and they protrude from the nymph, up through the soil after the fungus kills it. Asexual means of reproduction occur once temperatures rise following sclerotium development and is done so through conidia, dispersed by air and water. It is said that this fungal species is rare and scarce because it propagates slowly and lacks resistance. This could also be due to the fact that it is largely asexual and clonal in nature, as sexual structures have yet to be reliably observed in lab or in nature. Despite this, there is evidence supporting that it is heterothallic being that a study found a truncated MAT1-1-1 type found in the MAT1-2 locus that is not due to asexual fruiting. Its genome has been sequenced and found to be 33.9Mb including serine proteases and chintinases which target host tissues and are characteristic of other entomopathogenic fungi. The fungus also produces metabolites such as beauvericins and oosporein which have non-selective insecticidal properties. This would suggest that the fungus could infect more than one host, but this has only been seen in the lab on silkworm pupae and beetle wings.

As well as preliminary rulings on the proper interpretation of EU law, an essential function of the Court of Justice is judicial review of the acts of the EU itself. Under Treaty on the Functioning of the European Union (TFEU) article 263(1) the Court can review the legality of any EU legislative of other "act" against the Treaties or general principles, such as those in the Charter of Fundamental Rights of the European Union. This includes legislation, and most other acts that have legal consequences for people. For example, in Société anonyme Cimenteries CBR Cementsbedrijven NV v Commission the commission made a decision to withdraw an assurance to a Dutch cement company that it would be immune from competition law fines, for vertical agreements. The cement company challenged the decision, and the Commission argued this was not really an "act", and so could not be challenged. The Court of Justice held a challenge could be made, and it was an act, because it "deprived [the cement company] of the advantages of a legal situation... and exposed them to a grave financial risk". Similarly in Deutsche Post v Commission the Commission demanded information on state aid given by Germany to Deutsche Post within 20 days. When both challenged this, the Commission argued that the demand for information could not be an act as there was no sanction. The Court of Justice disagreed, and held judicial review could proceed because the request produced "binding legal effects" since the information supplied or not could be relied upon as evidence in a final decision.
